UAE F&B regulatory — MOCCAE, Montaji, halal, certificates of origin.

Regulatory compliance is the longest single dependency on most UAE F&B launches — 8–12 weeks if done right, longer if rejected and resubmitted. 360hub-ae handles MOCCAE product registration, Montaji label submission, halal certification (where applicable), and certificates of origin for export. Bundled into our co-packing and market-entry services, or available standalone.

01What you need to register

Four workstreams. One coordinated submission.

MOCCAE, Montaji, halal (where applicable), and COO for export — each with its own authority, timeline, and rejection profile.

MOCCAE — product registration

6–10 wks

Ministry of Climate Change and Environment. Covers product type, ingredient list, manufacturing facility, country of origin. Mandatory for all packaged F&B sold in UAE retail.

Montaji — label compliance

2–4 wks

Trade-mark and labelling authority. Reviews Arabic translation, nutritional panel, allergen disclosure, manufacturing date format, origin declaration.

Halal certification

Conditional

Required if product contains animal-derived ingredients. Issued by ESMA or UAEHC. Optional for plant-based products — often carried voluntarily for consumer trust.

Certificate of Origin (COO)

Per shipment

Dubai Chamber-issued, lot-specific. Required for export. GCC-recognised across the customs union.

02MOCCAE + Montaji process

6–10 weeks — pre-checked before submission.

Most rejections are preventable. Our pre-check absorbs the friction before the government portal sees the dossier.

STEP 011 wk

Pre-check

Ingredient docs, facility status, label artwork — surfaced before any government portal submission.

STEP 021 wk

Dossier submission

MOCCAE portal lodgement; Montaji artwork submitted in parallel.

STEP 034–7 wks

Lab & regulator review

MOCCAE lab review, Montaji artwork iterations, clarification requests handled.

STEP 041 wk

Approval & listing-ready

Registration certificate issued, label artwork locked, ready for retail submission.

03Common rejection reasons

The five most common rejections — and how we prevent them.

Each one is checked off the dossier before any government submission. The cost of rework dwarfs the cost of pre-check.

  • 01Arabic translation issuesMistranslated ingredient names or claims. Prevention: in-house Arabic review before submission.
  • 02Nutritional claims not substantiated"High in", "low in", functional claims without evidence. Prevention: claims register pre-cleared against MOCCAE precedent.
  • 03Ingredient name discrepancy EN ↔ ARMost common rejection cause. Prevention: unified ingredient register checked across both languages.
  • 04Manufacturing facility not pre-registeredSurfaces only after submission. Prevention: facility status confirmed before dossier preparation begins.
  • 05Halal not declared where requiredAnimal-derived ingredient triggers mandatory halal mark. Prevention: ingredient audit at pre-check stage.
04Pricing — standalone vs bundled

Per-SKU pricing on standalone. Bundled is included.

  • 01MOCCAE — $1.5–3K / SKUDossier preparation and submission, clarification handling.
  • 02Montaji — $0.5–1.5K / labelPer label artwork, includes Arabic translation review.
  • 03Halal — $1–3KESMA or UAEHC. Required only for animal-ingredient products.
  • 04COO — $50–150 / shipmentDubai Chamber-issued, lot-specific. Bundled into export-bound co-packing runs.
Bundled into co-packing at commercial volume — no separate fee.
05FAQ — UAE F&B regulatory

Questions we get most.

Q01What is MOCCAE registration and is it mandatory for F&B sold in UAE?+
MOCCAE (Ministry of Climate Change and Environment) registration is mandatory for all packaged F&B sold in UAE retail. Registration covers product type, ingredient declaration, manufacturing facility, country of origin. Typical processing time 6–10 weeks.
Q02How long does MOCCAE registration take?+
Standard timeline is 6–10 weeks. Common delays come from incomplete ingredient documentation or label non-compliance. 360hub-ae pre-checks all dossier elements before submission, reducing rejection-rework cycles.
Q03What is Montaji and when do I need it?+
Montaji is the UAE trade-mark and labelling authority that reviews label artwork for compliance — Arabic translation, nutritional panel format, allergen disclosure, origin declaration. Required for retail packaging.
Q04Is halal certification required for all F&B in UAE?+
Only if the product contains animal-derived ingredients. Pure plant-based or non-meat F&B do not require halal certification but can carry it voluntarily for consumer trust. Issued by ESMA or UAEHC.
Q05How do I get a certificate of origin for export from UAE?+
Certificate of Origin (COO) is issued per shipment by Dubai Chamber of Commerce. Requires notarised commercial invoice and production declaration. We handle this for export-bound runs.
Q06What's the cost of full regulatory compliance for an F&B brand in UAE?+
Standalone regulatory pack: $2,000–$5,000 depending on category complexity (number of SKUs, halal requirement, ingredient source documentation). Bundled with full co-packing: included.
Q07Can you handle regulatory only, without co-packing or market entry?+
Yes. Standalone regulatory engagements available. Pricing per category and SKU count.
Q08Do you guarantee approval, or just submission?+
We guarantee a properly prepared, pre-checked submission and we manage the regulator's clarification requests through to decision. We do not — and no one credibly can — guarantee approval of a product that the regulator finds non-compliant on its merits. Our pre-check process is designed to surface those issues before submission, not after.
Q09Can you handle non-F&B regulatory categories — cosmetics, supplements, pet food?+
F&B is our primary lane. Dietary supplements and pre-workout RTDs sit in an adjacent regulatory track (EDE licensing for some categories, Montaji for health supplements). We accept these case-by-case. Cosmetics and pet food are outside our scope — we refer to specialist consultants.
Q10What happens if the regulator asks for clarification mid-review?+
Clarification requests are normal — most successful registrations get at least one. We handle them within the original engagement scope. No additional fee unless the request requires reformulation or new lab work.
Q11Can I see anonymised examples of successful MOCCAE dossiers?+
Yes — under NDA, during the engagement scoping phase, for clients seriously evaluating us against alternatives.
