Launch a beverage brand in the UAE

Eight steps in the order that saves money — what you can do yourself, what we do, and what each step costs.

The short answer

Eight steps, at a glance

To launch a beverage brand in the UAE, decide who owns the import, then where the drink will sell and at what shelf price; lock a recipe that meets GCC rules; test it in a pilot; register the product and check labels before printing; design the pack; produce in waves against real sales; and sell through retail, HoReCa and online. You do not need your own factory: a contract manufacturer or a launch partner such as 360 F&B HUB can run any of these steps.

Step by step

The eight steps in detail

Step 1. Set up who owns the import and the registration

A company with a UAE trade licence and food trading activity must own the import and the product registration. It can be your own company — 100% foreign ownership is possible for most trading activities — or a partner acting as importer of record. For Saudi Arabia you need an SFDA-registered importer. Decide this early: the registration is filed in the owner's name.

  • What you can do yourself: Choose a free zone or mainland setup and open the company with a business setup provider, or agree terms with an importer of record.
  • What we do: On the strategy call we explain which option fits your plan and make sure registration, labels and invoices are planned under the right owner. How we work with free zones and government bodies: read more.
  • Starting price: free 30-minute strategy call.

Step 2. Decide where it sells and at what shelf price

Channel first: supermarkets, convenience stores, HoReCa (hotels, restaurants, cafés), online or events. Each wants a different format, price and payment terms. Then work back from the shelf price through everyone in between. Distributors and retailers each take a margin, and listing fees per SKU and long payment terms are common; real margins vary by chain and category.

  • What you can do yourself: Talk to buyers and distributors, walk the shelves, collect competitor prices.
  • What we do: We build the price backwards — for example, 12.00 AED shelf price − 0.57 VAT − 3.43 retailer (30%) − 2.40 distributor (30%) = 5.60 at the factory gate, which must cover liquid, can, filling, label, logistics and your margin (illustration only). Then we put listing fees and trade terms into the budget. More on market entry.
  • Starting price: free strategy call; channel work in ongoing support from 4,000 / month.

Step 3. Lock the recipe and shelf life for GCC rules and heat

Every ingredient and additive must be permitted under GCC rules, and halal status must be checked for every ingredient — including flavour carriers. Allergens decide which lines can run your product. Shelf life must be tested in the real pack, under real storage and transport. Sugar matters: since 1 January 2026 the UAE taxes sweetened drinks at a tiered per-litre rate by sugar content, and energy drinks remain taxed at 100% (check the current rules with the Federal Tax Authority).

  • What you can do yourself: Bring a recipe you already have, or describe the drink you want. Please don't send formulas by chat.
  • What we do: Recipe development, reformulation for GCC rules (sugar, caffeine, colours), targeted R&D and a formula screen against registration rules before the pilot. See product development.
  • Starting price: development from 15,000.

Step 4. Run a pilot sized to the test, not to the line

A small run on a real production line and in the real pack — enough to test the channel, not enough to fill a warehouse. It proves the recipe at scale, confirms shelf life and gives you samples for buyers. Small batches run with cabinet pasteurisation; tunnel pasteurisation comes in for large runs once demand is proven.

  • What you can do yourself: Line up buyers, tastings and events to use the pilot stock well.
  • What we do: We size and run the pilot at our own and partner production facilities and collect what buyers ask for: specifications and shelf-life data.
  • Starting price: pilot run from 35,000; a full pilot is credited against the first production run if you proceed.

Step 5. Register the product and check labels before you print

In the UAE, food products are registered with the food authority of the emirate — Dubai Municipality in Dubai — and production must run under a HACCP-based food-safety system. Labels must be in Arabic and English under GCC labelling rules (GSO 9): ingredients, allergens, nutrition, dates and storage, plus halal certification where required and a GS1 barcode for retail. Saudi Arabia needs a separate registration with the SFDA, best run in parallel.

  • What you can do yourself: File it yourself if you know the system — frequent reasons for a resubmission are an additive above the permitted level and a label that doesn't match the ingredient list.
  • What we do: We prepare and manage the registration file, review the label and claims against it, and run the SFDA track if Saudi Arabia is in the plan. We manage the process; the authority makes the decision. See UAE registration and SFDA registration.
  • Starting price: UAE registration package 12,000 per product, label review included; SFDA from 18,000 per product, government fees at cost.

Step 6. Design the pack the channel wants

The buyer decides the format. We fill 15 can formats from 150 to 500 ml — slim, sleek and standard, 200 and 202 ends. The artwork must carry everything the registration file says, in both languages, with only the claims you are allowed to make. Print only after the label has been checked.

  • What you can do yourself: Work with your own designer; send us the artwork for a label check before print.
  • What we do: Packaging and label design checked against the registration file — Arabic text, nutrition panel, claims, date format. See packaging design.
  • Starting price: packaging design from 8,000 per SKU.

Step 7. Produce in waves, against real sell-through

Larger runs should follow proven demand. A slightly higher unit cost on a smaller run is cheaper than writing off stock that reaches its best-before date in a warehouse. Chilled and frozen products also need cold storage and transport all the way to the shelf.

  • What you can do yourself: Forecast with your buyers and order the next wave when reorders come in.
  • What we do: Contract manufacturing and co-packing at our own and partner production facilities in the UAE, MENA and India, matched to your product, pack and volume. See co-packing and beverage co-packing in the UAE.
  • Starting price: can filling from 0.23 per can (filling only, depending on run volume; materials separate).

Step 8. Launch, sell and reorder

Retail listings and distributors, HoReCa, marketplaces and e-commerce. Buyers will ask for product specifications and confirmed shelf life. Reorders, not the launch party, show that it works. For taxable drinks, the importer registers for excise with the Federal Tax Authority.

  • What you can do yourself: Run sales yourself if you have a team and contacts in the channel.
  • What we do: Market, compliance and channel support after launch — listings, distributors, reorders and export to the GCC, MENA and India. See export from the UAE.
  • Starting price: ongoing support from 4,000 per month.

Why the order matters

Same steps. Different order. Different result.

The usual order
  1. Recipe
  2. Labels printed
  3. Production at the factory's minimum
  4. Registration fixes and reprints
  5. "Now let's find buyers"
Our order
  1. Where it sells, and at what shelf price
  2. Format and recipe for that channel
  3. Registration and labels checked before print
  4. A pilot sized to the test
  5. Production in waves, against real sales

Every step follows from where your product will sell and at what price.

Mistakes to avoid

Where launch money usually goes

Most launches don't fail on the product. They fail on the order of the steps: making first and working out the selling later. These are mistakes we see in launches.

  1. Printing labels before the registration check. A wrong Arabic ingredient line or a health claim you can't use sends a full print run to the bin.
  2. Taking the co-packer's minimum run for the unit price. The first run ends up many times bigger than the market test needs, and stock nears its best-before date.
  3. Choosing the format before the channel. Glass looks premium, but chillers and gyms may want cans — including slim ones.
  4. Leaving out the margin chain. If the distributor's and retailer's margins are not in the price from the start, every can loses money.
  5. Not budgeting listing fees and payment terms. Cash runs out between the first delivery and the first payment.
  6. Skipping the halal check on one ingredient. An alcohol-based flavour carrier can hold a whole batch.
  7. Testing shelf life in a cool lab. UAE summer, unchilled docks and delivery vans are the real test.
  8. Five vendors and nobody owning the sequence. A formulator, a designer, a co-packer and a registration agent who never talk to each other means money spent twice.
  9. Made, but never sold. Pallets and no listings — a frequent and expensive way to fail.

What no one can promise you

  • Registration approval. No one can guarantee it: the authority decides. A good partner screens the formula and label before filing so the usual reasons for rejection are checked before filing.
  • A fixed launch date. Speed depends on the product and on how fast decisions are made — on your side and ours. We take the headache; the pace is yours.
  • A shelf price without the margin chain. Any price worked out without distributor, retailer and VAT lines is a guess.

Questions founders ask about launching in the UAE

How much does it cost to launch a drink brand in Dubai?

It depends on how many steps you hand over. With 360 F&B HUB, starting prices are: development from AED 15,000, UAE registration 12,000 per product, packaging design from 8,000 per SKU, a pilot run from 35,000 and can filling from 0.23 per can (materials separate). All four core steps with one team start at 220,000. Prices exclude VAT. Plan your steps.

Can I launch a drink brand in the UAE without my own factory?

Yes. Most new brands use a contract manufacturer (co-packer) or a launch partner instead of building a factory. A co-packer fills your product; a launch partner also helps with the recipe, registration, labels and sales. 360 F&B HUB produces at its own and partner facilities in the UAE, MENA and India. Compare the options.

Do I need a trade licence before registering a drink in Dubai?

Yes. The product registration and the import are owned by a UAE-licensed company with food trading activity — your own company or a partner acting as importer of record. Decide this before filing, because the registration is made in the owner's name. Details on UAE registration.

How long does it take to launch a beverage in the UAE?

There is no honest single answer: it depends on the product, the markets and how fast decisions are made on both sides. Registration time is set by the authority. We map your path and its steps on the free strategy call, then move as fast as your decisions allow.

What is a pilot run and why do I need one?

A pilot run is a small batch on a real production line, in the real pack. It proves the recipe at scale, confirms shelf life and gives you samples for buyers — before you pay for a full run. Our pilot runs start from AED 35,000, and a full pilot is credited against the first production run if you proceed.

Is there a sugar tax on drinks in the UAE?

Yes. Since 1 January 2026 the UAE taxes sweetened drinks at a tiered per-litre rate based on sugar content, and energy drinks remain taxed at 100%. The importer registers for excise with the Federal Tax Authority. Check the current rules with the FTA; we factor the tax into recipe and price decisions.

Do beverages need halal certification in the UAE?

Halal certification is required where the rules demand it, and many retailers expect it for all food and drink. Every ingredient — including flavour carriers — should be checked for halal status when it is sourced, not when the product is being listed. We include this check in development and registration.

Can I start with just an idea?

Yes. Many projects start from an idea; we develop the recipe. Book the free 30-minute strategy call: our launch team maps where the product can sell, the steps you need and the costs. No recipes or confidential details are needed, and we'll tell you honestly if it's too early.
