Step by step

How to register a drink with Dubai Municipality

  1. Decide who holds the registration. A company with a UAE trade licence covering food trading must own the registration and the import — your own UAE company or a partner acting as importer of record.
  2. Fix the recipe. Confirm every ingredient and additive is permitted under GCC rules, note allergens, and confirm halal status of each ingredient, including flavour carriers.
  3. Confirm the producer and food safety system. The product must be made under a HACCP-based food safety system; the producer's details go into the file.
  4. Prepare the documents. Typically: ingredient list with composition, specification, certificate of analysis or lab results, product photos, label artwork, and halal certificate where required.
  5. Build the label to the file. Arabic and English, under GSO 9: product name, ingredients in descending order, allergens, net quantity, production and expiry dates, storage, country of origin, producer or importer; nutrition panel under GSO 2233.
  6. File the application. Submitted online to Dubai Municipality by the licensed company; other emirates have their own food authority.
  7. Answer the authority's questions. Corrections are made in the file and on the label before anything is printed at scale.
  8. After registration. Keep the label and recipe aligned with the registered file; changes may need an update. For sweetened drinks, the importer registers for excise with the Federal Tax Authority.

Why products get rejected

Common rejection reasons — checked before filing.

Many refusals come from avoidable mistakes.

  • Arabic text doesn't match the English or the registration file
  • Ingredient or additive not permitted under GCC rules, or at a level that isn't
  • Claims not supported — "healthy", "natural", "sugar-free" without the basis the rules require
  • Missing mandatory label items — allergens, dates, storage, origin, producer details
  • Nutrition panel in the wrong format for GCC labelling
  • Documents incomplete — composition, lab results or halal certificate missing
  • Wrong licence — the filing company's trade licence doesn't cover food trading

Registering a beverage in the UAE

How do I register a drink with Dubai Municipality?

A UAE-licensed company with food trading activity files the product online with Dubai Municipality, with the recipe and ingredient details, lab results, label artwork and producer information, after the product is made under a HACCP-based food safety system and labelled in Arabic and English to GSO 9. We run the whole sequence — screen, HACCP file, label review, filing and authority questions — for AED 12,000 per product.

How much does it cost to register a beverage in Dubai?

Our UAE registration package is AED 12,000 per product, excluding VAT. It covers Dubai Municipality registration, HACCP documentation and label review. Government fees, laboratory testing and logistics are separate and charged at cost. If you also need artwork, packaging design starts from AED 8,000 per SKU; Saudi SFDA registration starts from AED 18,000 per product.

Do I need a trade licence before registering a drink product in Dubai?

Yes. The registration must be filed by a company holding a UAE trade licence that covers food trading. That can be your own UAE company — 100% foreign ownership is possible for most trading activities — or a partner acting as importer of record. We help you choose the route on the strategy call and build the filing around it.

How do I register an imported beverage in the UAE?

An imported beverage is registered the same way, by the UAE-licensed importer: product details, lab results, producer information and a label that meets GCC rules in Arabic and English. Many imported labels fail on Arabic text, missing mandatory items or claims, so we review the label before shipment. Some brands decide to produce locally instead — see co-packing in the UAE.

What documents are needed to register a beverage in the UAE?

Typically: the trade licence of the filing company, ingredient list with composition, product specification, certificate of analysis or lab results, product photos, label artwork in Arabic and English, producer details, and a halal certificate where ingredients require one. The exact list depends on the product, so we confirm it at the screening step, before anything is filed. Please don't send formulas by chat.

Why do beverage registrations get rejected?

Rejections often come from the Arabic text not matching the English or the file, ingredients or additives not permitted under GCC rules, unsupported claims, missing mandatory label items, a nutrition panel in the wrong format, incomplete documents, or a filing company whose licence doesn't cover food trading. Each of these can be checked before filing — that screening is the core of our package.

Is HACCP required for beverages sold in the UAE?

Yes, production must run under a HACCP-based food safety system. Whether you produce with us at our own and partner facilities or elsewhere, the HACCP documentation for your product is part of our AED 12,000 registration package. If you co-pack with us, production and food safety documentation are planned together from the start.

How long does Dubai Municipality registration take?

We don't quote durations: speed depends on how complete the file is, how fast decisions are made on your side, and on the authority's review. What shortens the path is preparation — a screened formula, a label matched to the file, and complete documents. We map your steps on the free strategy call.

Does registration in Dubai cover the whole UAE and Saudi Arabia?

Not Saudi Arabia — it needs its own SFDA registration through a Saudi SFDA-registered importer. Within the UAE, Dubai Municipality covers Dubai and other emirates have their own food authorities; we confirm what applies to your distribution plan. Building the file to GCC rules makes additional markets a parallel track, not a redesign.
